Now, Clover Press is set to immortalize Sale’s early, creator-owned work in the first-ever hardcover edition of BILLI 99, a groundbreaking comic series that delves into themes of corporate greed, a corrupt government, and the resilience of a young vigilante.

Characters
While Billi is the hero of the story, there are 11 more major characters featured in the story. The thing I saw before Bill 99 was Tim’s undeniable ability to differentiate one person from the next. Not just with costume, but skin tone, hairstyle, mass, and even bone structure. Jeph Loeb summed this up with “Tim draws ugly people”. But I didn’t think they were ugly. And, at the risk of being corny, neither did Tim. We both saw beauty in the shadows. I think that is clear in Tim’s pages.
Who is the Toleado
Ray Chadam was antiquing when he found a Toledo rapier which was at least 500 years old. The seller told him it came over with a Spanish Conquistador, but that its provenance could not be authenticated. All his childhood, Ray had loved heroic sword fighters. The Musketeers, Pirates, Robin Hood, but most of all, he loved Zorro.
Raised by his fortunate family, Ray was taught that a gentleman is generous, kind, and strong. They had a deep family history of shielding those who needed it.
That sword inspired Ray. He had a costume made for himself, and at night he walked the streets of Sulter looking for problems he could bring his influence to bare upon. In truth, it was a dalliance. He would observe and send in the cavalry. The police, programs, upgrades. He called himself Toledo, after his sword. Billi thought this a foolish enterprise. Now Billi is that fool. On his deathbed, she swore she would not let his legacy die.
One note about the “Toleado” name sake. I would have let the character be the sword of toledo, but unfortunately, in 1971, John Denver recorded “Saturday Night in Toledo Ohio” which claimed:
Saturday night in Toledo, Ohio is like being nowhere at all.
All through the day how the hours rush by, you sit in the park and you watch the grass die…
Which made a joke of the name, so I modified it. By the time it was published, no one remembered the John Denver song. The spelling was “corrected” in both the Spanish and Italian printing of Billi 99.
Who is Billi
From rags to riches to rags. Former heiress and ambassador to great charities around the world, Billi is thrust back onto the street when her father dies under suspicious circumstances. She is fortunate to have more street smarts than she was ever credited with having. She assumes her father’s costume and sword. Billi moves between the world of the high born, and those who are trapped in a ghetto cordoned off with a huge wall.
Whenever one person stands up, it helps others to do the same. Ray Chadam taught her that. She trusted him because she had been abandoned in a dumpster as a child, and he pulled her up and out of that dumpster. For Billi, life is about taking responsibility for herself and others.
When Billi is chased back onto the streets, she tries to uphold her father’s code and finds it difficult without the power and resources of her father’s generation. It is like trying to be a superhero with only blood and bone and inner strength. Inner strength will fail a mere human, from time to time.
Courage is not about being infallible, it is about getting back up. Even when she fails, even when she loses hope, Billi gets back up – inspiring those around her to do the same. Billi lives on the rapier edge of dark and light, leading upward and outward, no matter how hard it gets.
Design
The design of the community was based on a Gilded Age American sensibility, mixed with actual work from that era, that had long surpassed its glory days. He created a sense of nostalgia for what was, even in the fashion event, which was based on high-end representations of peasant clothing. We wanted to show a post-boom noir that was updated from the 1930s.
During the creation of the book, Tim also designed a font by hand. He and Richard Starkings would later work their magic to create a font for others to use. All of Tim’s subsequent work was lettered by Richard using Tim’s font.

First published by Dark Horse in 1991 as a four-part mini-series, BILLI 99 is a cautionary tale about corporate greed and a corrupt government. About the creators
Tim Sale was an American comics artist. Born in Ithaca, NY, and raised in Seattle, after attending the John Buscema Workshop, he became a comics professional. Over the course of his career, Tim received many accolades and awards including three Eisner Award nominations for Billi 99. He is the Eisner Award-winning artist of BATMAN: HAUNTED KNIGHT, BATMAN: THE LONG HALLOWEEN, BATMAN: DARK VICTORY, SUPERMAN FOR ALL SEASONS, CATWOMAN: WHEN IN ROME, SUPERMAN: KRYPTONITE and SOLO for DC Comics. His art was prominently featured on the hit NBC series Heroes. He is the artist of CAPTAIN AMERICA: WHITE, SPIDER MAN: BLUE, DAREDEVIL: YELLOW and HULK: GRAY for Marvel. Known primarily as a superhero artist, he raised the bar through his love of mid-20th century illustrators, like Norman Rockwell, Earl Oliver Hurst, and John Singer Sargent.
Sarah Byam’s earliest memory is of the 1967 Detroit summer uprisings. She has witnessed the deep kindness and cooperation, as well as the crime and violence, present in America’s cities. She studied writing at Northern Michigan University, and art at Wayne State University’s Center for Creative Studies. While living in Detroit, she met the great artist/writer William Messner-Loebs and his wife Nadine. They brought her to her first comics convention in Chicago, where her career began. Sarah has written comics, poems, short stories, posts, novels, marketing material, slogans, screeds, and holiday stories for friends and family. She considers creating Billi 99 with Tim Sale to be the best of her work and only wishes she could do it again. She lives in Seattle with her husband where they are ruled by two precocious cats. It is universally recognized that she cannot make cookies, but her baklava is not too bad.
José Villarrubia was born in Madrid, Spain, and lives in Baltimore. He’s an Illustration professor at the Maryland Institute College of Art, where he leads the Sequential Art Minor. He has been working regularly in comics for the last thirty years for all the main publishers in the US. His coloring for comics has received multiple honors, including the Harvey Award in 2011. He is best known for his collaborations with Alan Moore, Richard Corben, Jae Lee, Jeff Lemire, and Paul Pope. He was also the editor and colorist of Infidel (Image Comics), he restored Absolute Swamp Thing by Len Wein and Bernie Wrightson (DC Comics) and is the restorer and art director of The Richard Corben Library (Dark Horse). He colored Tim Sale on several occasions, including Superman for All Seasons, SOLO, and Batman/Catwoman: The Wedding Album.
